Summary

For many years, Utah has needed an all-weather facility to provide comprehensive weatherization training for local agency staff. The Utah climate ranges from nearly 2,500 cooling degree days to over 10,000 heating degree days, which compounds the training needs of the state. Regional and national training conferences meet only a small portion of the statewide training needs. Utilizing in-state staff or hiring contract trainers still presents a logistical problem of where to train. No single location can provide exposure to all the weatherization problems encountered on a daily basis. Homeowners' permission to allow their homes to be used for training workshop as well as bad weather creates other problems and delays. Only an indoor facility that can provide extensive and comprehensive exposure by using real-world training props would meet the Utah Weatherization Assistance Program needs. The goal of this project is to allow staff to enhance the effectiveness of training within the Intermountain Weatherization Training Center (IWTC), while providing off-site access to training. Using video training resources that address specific problems, the project will enable technicians throughout the state to view trainings via the Web or DVD. This will minimize the cost and time spent in training as well as archive training sessions on the Web for new crew members and those needing remedial training. The project will also optimize use of a regional training center by better scheduling for groups and will allow for more outreach to potential training participants, including those from nearby states.
