Summary

With high unemployment in some areas of Virginia (Norfolk, Hampton, and Newport News in particular) and the potential for energy efficiency costsavings projects to create jobs, now more than ever there is a great need for a training center that can be an effective means to help create clean energy jobs. The purpose of this project is to establish a weatherization training center (WTC) in the Hampton Roads region of Virginia, which has a population of 1.8 million. Because the focus of this project is to create expanded capacity to implement energy upgrades to homes of low-income Americans, a local workforce must first be trained. Training workers will provide new employment opportunities, reduce monthly energy costs for low-income persons, and improve the quality of life, value of property, and overall quality of neighborhoods in Hampton Roads localities. Green Jobs Alliance will specifically recruit and screen potential trainees from among low-income individuals served by the Weatherization Assistance Program (WAP). Green Jobs will also recruit other eligible trainees, provide local comprehensive training for weatherization education and energy efficiency careers through immersive learning environments, promote job development, and offer support services to trainees.
