2013 ^

 
Effective: February 14, 2013 - To issue grant guidance and management information for the Weatherization Assistance Program (Weatherization or WAP) for Program Year (PY) 2013.
 
Effective: March 15, 2013 - To provide States with the 2013 Poverty Income Guidelines and Definition of Income for use in the Low-Income Weatherization Assistance Program (WAP).
 
Effective: October 11, 2012 - This guidance serves to clarify the regulatory obligations that apply to property acquired under the WAP Formula and Recovery Act grants and does not apply to Federally-owned property.

Effective: January 31, 2012 - To issue grant guidance and management information for the Weatherization Assistance Program (Weatherization or WAP) for Program Year (PY) 2012.
 
Effective: February 8, 2012 - To provide final Grantee allocations for the preparation and submission of applications for funding for the Weatherization Assistance Program (WAP) for Program Year (PY) 2012.
 
Effective: October 14, 2011 - To issue guidance to Grantees for closeout of grants funded under the American Recovery and Reinvestment Act of 2009 (Recovery Act) in the Department of Energy’s (DOE) Weatherization Assistance Program (WAP).  

Effective: December 9, 2011 - To issue the Financial Management Training Tool Kit to all Grantees for use in the Weatherization Assistance Program (WAP).
 
Effective: December 1, 2011 - To issue the updated monitoring policy and procedures for the Weatherization Assistance Program (WAP or Program), for both annual Appropriated awards and for the Recovery Act awards, which includes the Sustainable Energy Resources for Consumers (SERC) Awards. This updated Guidance excludes the Weatherization Innovative Pilot Program (WIPP) and Weatherization Training Centers (WTC).
Effective: March 5, 2012 - To provide revised guidance on allowable activities using Department of Energy (DOE) Weatherization Assistance Program (WAP) resources in the event of disasters.
 
Effective: February 21, 2012 - To provide Grantees with the 2012 Poverty Income Guidelines and Definition of Income for use in the Department of Energy’s (DOE) Weatherization Assistance Program (WAP).
 
Effective: June 27, 2012 - To Provide guidance on incidental repair measures (IRM) allowable under the Department of Energy Weatherization Assistance Program (WAP).

WPN 11-03 POLICY REGARDING THE USE OF DOE PROGRAM FUNDS TO PAY FOR CALL-BACK/ADD-ON WORK AFTER REPORTED TO DOE AS A COMPLETED UNIT

Effective: December 15, 2010 - To clarify if and when Grantees and subgrantees may charge the Department of Energy (DOE) Low-Income Weatherization Assistance Program (WAP) for call-backs once a dwelling unit has been final inspected and reported to DOE as a completed dwelling unit.
 
WPN 11-04 GUIDANCE REGARDING PRIORITIZING WEATHERIZATION WORK BASED ON HOUSING TYPE
Effective: December 22, 2010 -To issue guidance for Grantees and subgrantees of the Department of Energy (DOE) Weatherization Assistance Program (WAP) regarding weatherization of multifamily units.
  
Effective: April 14, 2011 - To provide States with the 2011 Poverty Income Guidelines and Definition of Income for use in the Low-Income Weatherization Assistance Program (WAP).
  
Effective: January 12, 2011 - To update and provide clarification and additional information related to the implementation and installation of health and safety measures as part of the Department of Energy (DOE) Weatherization Assistance Program (WAP). This guidance also provides recommendations to Grantees as they develop their Health and Safety Plans and procedures. This Program Notice replaces Weatherization Program Notice 02-5 and related guidance, and in conjunction with other referenced guidance materials should be used when making decisions on how to address health and safety issues while conducting weatherization work.  
 
Effective: April 21, 2011 - To update and provide additional time for implementation of Weatherization Program Notice (WPN) 11-6 as part of the Department of Energy (DOE) Weatherization Assistance Program (WAP). This guidance also provides direction to Grantees as they develop their Health and Safety Plans and procedures. The information in this guidance as well as many additional health and safety resources related to weatherization are available at www.waptac.org.

WPN 11-08 GRANT GUIDANCE FOR WEATHERIZATION INNOVATION PILOT PROGRAM GRANTS
Effective: March 2, 2011 -
To issue grant guidance and management information for the Weatherization Innovation Pilot Program’s (Weatherization Innovation or WIPP) Fiscal Year 2010 Grants.
 
Effective: April 1, 2011 - To notify interested parties of supplemental listings of properties that have been determined to meet certain eligibility criteria under the Weatherization Assistance Program (WAP). Also to provide guidance for accessing current listings and future supplemental listings at the website for the Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy (EERE).
 
Effective: June 20, 2011 - To update grant guidance and management information for the Weatherization Innovation Pilot Program’s (Weatherization Innovation or WIPP) Fiscal Year 2010 Grants regarding the expectations for Grantee Monitoring Plans.
 
Effective: August 25, 2011 - To provide criteria and guidelines for the Weatherization Assistance Program’s (WAP) National Recognition Awards and Richard M. Saul Lifetime Achievement Award being presented at the 2011 National Weatherization Training Conference in New Orleans, Louisiana. The Recognition Awards acknowledge outstanding contributions that advance the goals of WAP through individual or group achievement, inspiration, or innovation. The Lifetime Achievement Award recognizes an individual or group that has gone beyond the call of duty to believe in, and advocate for the Program. 
 

Effective: September 19, 2011 - To issue guidance for Grantees and Subgrantees of the Department of Energy (DOE) Weatherization Assistance Program (WAP) regarding documentation requirements for buildings appearing on a DOE list of eligible multifamily properties.

Effective: To issue updated guidance for Grantees and Subgrantees of the Department of Energy (DOE) Weatherization Assistance Program (WAP) regarding Subgrantee selection issues. This guidance includes a discussion of issues related to programs impacted by the American Recovery and Reinvestment Act of 2009 (Recovery Act).
